Detection and Characterisation of Illegal, Unlicensed and Unreported Fisheries Activity in West Africa

The objective of the World Bank West Africa Regional Fisheries Program Project is to strengthen the capacity of Cape Verde, Liberia, Senegal, and Sierra Leone to govern and manage targeted fisheries, reduce illegal fishing, and increase local value added to fish products. Fisheries monitoring is conventionally based on VMS (Vessel Monitoring System) data. However the IUU perpetrators are usually spoofing/disabling VMS/AIS messages to inhibit the identification and traffic of the vessels operating illegally. Use of detection from satellite radar images enables location of vessels not transmitting VMS/AIS messages to identify potential poachers.
